I have the honour to refer to correspondence

You 290 28 ending with Sir Henry May's despatch No.184 of the 14th May,
1915, on the subject of the renewal of 75 year leases: a matter which I submit for further consideration.

The commencing dates of the leases lie, with one or two exceptions, between the years 1875 and 1901. Certain of the leases contain no building covenant, and many more are subject to a covenant which is quite inadequate for present day requirements. In some cases the building covenant has been fulfilled on part of a lot, and the remainder has been sold to various sub-lessees.

There is at the present time a big demand for land for building purposes, which has resulted in proposals for the extensive development of areas held under seventy five years lease, subject always to the condition of an adequate extension of the term of the lease. Lessees are not content to accept the approved arrangement for an extension of twenty-one years at a re-assessed Crown rent.
4.
Unless there is reason to anticipate that
land will be required for a public purpose, I submit that the most satisfactory arrangement will be to grant to applicants a new lease for seventy-five years at the current rate of Crown rent for the particular locality, renewable
